The old procurement handbook, 7460.8, Rev.1, Appendix 26 stated:

For construction contracts, the HA may charge a fee for the IFB, consistent with local practice, provided that the fee is reasonable and is intended only to cover the reproduction cost of the IFB and any drawings and attachments.  A deposit is not required for IFB's issued to a builder's exchange or similar building service organization.  All deposit checks or drafts shall be made payable to the HA.  The HA should return the deposit if the documents are returned in good condition prior to contract award.

The new procurement handbook, 7460.8, Rev 2 is silent, with no requirements.
