NYSPHADA Update - 2010 Appropriations Act signed by President Obama

Dear NYSPHADA Members:
The Fiscal Year 2010 Consolidated Appropriations Act, H.R. 3288, has been signed by the President into law. It includes Fiscal Year 2010 appropriations for the Department of Housing and Urban Development and many other Federal agencies. A public law number has not yet been assigned.
The public housing operating fund is provided $4.775 billion, an increase of $320 million above the Fiscal Year 2009 level, and the public housing capital fund is provided $2.5 billion. The Section 8 housing choice voucher program is funded at $18.2 billion, which is $1.2 billion over the Fiscal Year 2009 level. The HOPE VI program is increased by $80 million over Fiscal Year 2009 to a level of $200 million. The Administration's newly proposed Choice Neighborhoods program is provided $65 million. Once again, it is due to you and your industry colleagues' efforts that Congress did not choose to make up their funding shortfalls with reductions in public and assisted housing programs, and instead provided increases. Congratulations!
Before we know it, the President's Fiscal Year 2011 proposed budget will be released next February and the appropriations cycle will begin again in earnest. Please plan to join us in Washington, DC next March to educate Congress on our continued need for increased funding levels and other policy issues. We will hold our traditional two days of advocacy meetings on March 29th and 30th in conjunction with NAHRO's 2010 Legislative Conference. Your presence is requested!
